Nestled in the middle of the Cordillera Mountains, Kalinga is a province in Cordillera Region rich in natural, historical, cultural, and even man-made attractions. It is surrounded by its neighboring provinces of Cagayan and Apayao in the north, Mt. Province in the south, and Abra in the west. Greater sections of Cagayan and Isabela are found on its eastern part.

I had been to the Agusan provinces several times before, primarily to take pictures of the majestic marshlands, but in April this year, I packed my bags for something else entirely. To call it a river cruise is a stretch, although there promised to be lots of hanging around the deck and looking at the sights. But perhaps “exploratory mission” provides a better description.

Towards the end of a 14-hour voyage from Iloilo City, I caught sight of land, lit by the orange glow of sunrise. The ferry I was on had bobbed across the sea through the night, rocked by monsoon winds, so finally stepping onto terra firma was no small relief. I would’ve kissed the ground if there hadn’t been a frazzled crowd, burdened by bags, eager to disembark and leave the port.

At a spot that looks no different at the surface than the rest of the swirling blue-black that surrounds the bright yellow Filipino banca, two stoutly built crewmembers heave a 50-pound sandbag into the water and watch as nearly 300 feet of rope whiz past. When the line stops, they tie it off to two empty 20-gallon plastic drums and toss those overboard as well.
