In 2018, Baguio was listed as one of the safest cities both in the ASEAN region, ranking sixth with a crime index of 40.57 and safety index of 59.43. The Baguio City Police Office also has the highest crime solution efficiency nationwide of 84%, compared to the national 77% and the region's 70%. In May 2019 BCPO also reported a drop of 27% in crimes, from 1,150 in 2018 to 834 in 2019. The BCPO was awarded as the country's best city police station in 2018.

Dance was an integral element of Kalinga Lubuagan culture. In keeping with its warrior heritage, Takiling, represented a homecoming of successful kayaw or head-taking, done to avenge the death or evil done to a family member or relative. Mingols were honored by their female relatives with gift of lawi feather, bongon (beads), and colorful ba-ag (g-strings).

The Balangao, also known as Boliwons were the early settlers of the Eastern Mountain Province in central Cordillera. Concentrations of this ethnolinguistic group are found in the towns of Barlig, Natonin, and Paracelis. According to the tribe's oral historians, the Gaddangs of Cagayan fled to the mountains in the 17th century, soon after their defeat at the hands of Spanish colonists.

They are considered as one of the most lighthearted among the indigenous tribes in the Philippines. The Apayaos are a river people. Their tribe’s name was derived from the warm waters of the Apayao River. They live in the Northwestern end of the island of Luzon from Abulog up to the Apayao River. Their mountainous territory is rich in flora and fauna – typical of the rainforests in Asia.

Baguio is a city and hill station located at an altitude of 1450 meters above sea level (4760 feet) on the Cordillera Administrative Region in the middle of the island of Luzon, in the Philippines. Due to its cool mountain weather, Baguio is considered the summer capital of the Philippines. Because of its many pine trees it is also called the City of Pines.
